'99-'00 Expansion Proposals

Proposals 2 and 4 below were the top vote getters among the 7 official submissions. A "run-off" between the these two was unsuccessful in achieving a clear concensus among league members. The subsequent "compromise" was aimed at bridging differences between the two camps and achieved the required concensus to be used as the framework for the '99 four team expansion.
