2. The four expansion teams will then participate in the expansion draft held by the commissioner and appointed assistants. The draft will consist of each expansion team selecting one player per round, for 25 rounds. The four expansion teams will select 25 players each, for a totla of 100.
3. The commissioner shall determine draft order by drawing names out of a hat. The first name will have the first pick, 2nd name the 2nd pick, etc. At the beginning of the second round, the draft order will reverse itself from the first round in a serpentine order.
4. Each existing team will be permitted two pullback two (2) players from the expansion pool after a player has been selected from his team.
5. At the conclusion of the expansion draft, the expansion teams shall participate in the league's free agent draft. The expansion teams will pick before the playoff teams. Similar, to the expansion draft, the expansion team draft order will be determined by names out of a hat and will follow a serpentine-like order.
